Everett Westbrook founded Dustless Air Filter Co. in 1941. During the 1950s, the company moved from Waco, Texas to Houston. Dustless operated under Mr. Westbrook’s leadership until the mid-1980s when he and Mr. O. I. Kiolbassa, another independent businessman, met and formed a friendship.

In 1986, Mr. Kiolbassa purchased Dustless Air and Mr. Westbrook was off to explore the world. Mr. Kiolbassa’s reputation for having a “sharp pencil” and a “no-nonsense approach” to business served Dustless well. In the early 1990s, he opened an office in San Antonio to serve central and south Texas. In 2000, control of Dustless passed to Mr. Kiolbassa’s son. Focused on growth, Dustless modernized its facilities and increased its sales and inventories.

In 2019, the company expanded through the acquisition of American Filtration, which was started in Corpus Christi in 1946, and Pan-American Filtration, founded by Octavio Najar in El Paso in 1995.

Investment from new ownership in 2022 has allowed the company to continue to grow and expand.  Tejas Maintenance Services Corp opened our newest office serving the Austin area in 2024.

Utilizing the solid foundation laid by Mr. Westbrook and capitalizing on the entrepreneurial spirit of our current owners, the company is constantly improving systems and providing service above and beyond our customers’ expectations.
